I am making Mcalls Easy Stitch and Save view B size 6 Pattern# M5685. I have hit an impass. The midriff section is supposed to match up to the top section. The top section is supposed to be gathered between the small circles and the midriff section is to be attached matching the small circles on the top to the small circles on the middriff piece. The problem comes when the circles on the midriff piece are wider apart than the circles on the top piece without gathering anything yet. I do not have the child here to just guess and gather. What do I do?? something is wrong or I am confused.

I haven't looked at that particular pattern but usually the midriff or skirt would be gathered and matched to the top and the top would lay flat. Double check yor patern instructions and your pattern pieces for the correct view and size.
My guess is that there is a mistake in the placement of the circles on the midriff piece. I would just have the midriff piece 'be the boss' and gather the upper piece between the dots, then work that amount of gather in to the midriff so that it looks like the diagram on the pattern cover. For a child this age, I can't imagine that that much 'fullness' is needed there anyway - it is more an illusion to make a young child look busty! Your best guess looking at the picture is what will work. Just make it the same on both of the front pieces!
