Got to agree with Sandy and Kat, this is just not a flattering design. My mother ,who did design clothes for family members and free lanced to a girl's clothing manufacturer, would say it looks like casket lining. I did have a long cocktail dress that had shirring up both sides and it just made you look messy and frumpy, and I was a slim 100 lbs back then.
I can't imagine what the backside would look like. On me, of course! :)

To me that is one ugly skirt
Pretty ugly to me. Adds unneeded bulk and looks sloppy.
