I just made a strip, folded in half, gathered it, then rolled it around. Made a covered button then attached to the dress.

I used a pattern, but really you don't need one. Just cut to pieces sew together, turn down at top, run elastic through, add straps, poof, it's done. Really easy thing to make. I got the pattern on Etsy. The top part is turned down about 3" then a line is sewn about 1 1/2" down from top, then again at bottom of the turn down, then put 1/2" elastic through, this makes the ruffle at top.

Your halter dress is darling!  Did you use a pattern or just create yourself?

Would love to make one for my 5 year old granddaughter!
