My Pfaff Hobbylock does this same thing when one (or both) of the needles is the least bit bent. You might try changing the needles, clean all the lint (I use small painter's sable brush) from below and rethreat, making sure it is correct. Hope…

The toe portion becomes the bottom, the heel becomes the top of the dog's head and you cut the cuff off, making sure to leave enough to make the beard/nose - as well as enough to make the legs & ears from the cuff area. Stuff him to the nose & close it up vertically. Don't over stuff especially at he neck. This gives it the small neck -long beard effect. Cut the limbs & ears from the cuff & hand sew them - stuff them and hand stitch them to the body. These fuzzy socks hid all imperfections in hand sewing! Hope you get to try it!
