I'd like to know what the tension is on the other  threads when you start this.  I'm confused

Do I start them all out a 4  please help

Raise the presser foot each time BEFORE you change the tension, change the number, then put the foot down again.  This releases the "grab" on your tension threads, allowing for the new tension to work.
